A burger stop after a tournament at Arizona Athletic Grounds could move a little closer to the action. A new Mesa planning record identifies an In-N-Out proposal at the southeast Mesa sports complex, and a separate city listing describes a restaurant with dual drive-thru lanes.

There is now public documentation behind the idea. The important qualification: this is a pre-submittal proposal, not an approved restaurant or an announced opening.

Updated October 22, 2026: the October 20 conference date listed in our original reporting has passed. We have not verified whether the conference occurred or produced a subsequent application. No completed approval, construction start or opening date has been verified.

Image note: The cover is an AI-assisted editorial location illustration based on Zac Coplan’s aerial photograph. AI altered the base aerial for this visualization. It identifies the general AAG campus only; it is not an official site plan or architectural rendering, and the exact restaurant pad is unconfirmed. The unaltered photograph appears below.

What Mesa's records confirm

The city's planning map record for case PRS26-00775 lists the address as 6321 S. Ellsworth Road and describes the proposal as “New In-n-Out Burgers with drive-thru.”

Mesa's pre-submittal applications calendar, reviewed for our October 10 report, independently listed the same case number and address. Its description is “New Restaurant with Dual Drive-Thru Lanes,” with a conference then scheduled for October 20, 2026, at 9:30 a.m. The calendar lists Hannah Batson as the applicant.

Read together, the two city records establish that an In-N-Out proposal with two drive-thru lanes is in Mesa's early planning process. The calendar entry alone does not name the chain; the matching case number in the city's planning map data supplies that identification.

The map record carries an acreage value of approximately 0.84 acre. That is the area associated with the mapped case, not the size of the entire athletic complex or a verified final restaurant layout.

Where is the proposed location?

The address matches Arizona Athletic Grounds' official campus address. AAG's directions identify access from Ellsworth Road and Williams Field Road, near State Route 24. The relevant area is the Ellsworth and Williams Field corridor in southeast Mesa.

The address identifies the campus, but it does not by itself tell a visitor which driveway, parking area or corner would serve the restaurant. We have not verified a final site plan showing the restaurant's exact position, entrances or drive-thru configuration.

AAG and the neighboring Legacy Park development are separate projects

The surrounding development names can make the location confusing. The proposed restaurant is tied to the AAG campus address in the city record. It should not be presented as a confirmed tenant of the separate Legacy Park mixed-use development at the northeast corner of Ellsworth and Williams Field roads.

Our Legacy Park development guide explains that neighboring project's retail, housing, office and hospitality plans. Its development schedule does not establish when this In-N-Out could open.

What does the pre-submittal stage mean?

Mesa describes its pre-submittal conference process as an opportunity for applicants to discuss conceptual development plans and planning or zoning issues while preparing later applications.

That makes the filing a meaningful early signal of a specific proposal. It does not establish final land-use approval, an issued building permit or permission to begin construction. The October 20 entry described a pre-submittal conference, not a verified public hearing or final approval vote.

Details can change as a proposal develops. The dual-lane description is supported by the city's calendar, but it does not establish how many vehicles could queue, where cars would enter or exit, or how the drive-thru would connect to campus traffic.

When could it open?

No opening date, construction start or completed approval has been verified for this location. The records reviewed for the original report established the proposal and a scheduled conference; they do not provide a construction timetable.

East Mesa Now has also reported the planned AAG location. The city records add primary-source support, but neither a social-media announcement nor a pre-submittal listing should be read as an opening-soon notice.

What to watch next

For families visiting AAG and residents of nearby Cadence and Eastmark, a restaurant at the campus could offer another option around practices and tournaments. The useful next details will be practical ones:

  • A site plan identifying the building and drive-thru location.
  • Proposed entrances, exits and vehicle-queuing space.
  • Subsequent city applications, decisions and building permits.
  • A construction schedule and an opening announcement from In-N-Out.

Readers following the proposal can use case number PRS26-00775 in Mesa's linked case search. For now, the confirmed news is specific: In-N-Out is named in an early city planning record at AAG's address, and Mesa’s original calendar listing described a two-lane drive-thru restaurant proposal scheduled for an October 20 conference. That date passing does not establish approval.
